Assuming the exhaust tips ever arrive, I am asking for guidance from the experts on this forum on the order of installation.  That is, do I install the valence or the exhaust tips first? 

The valence has arrived and I expect the painting to be complete by this Saturday, 10 Jan 09.

I suggest you check fit the valance to the car first. If it's kind of bent, put it in the sun for a couple of hours with buckets or something large to hold it in shape, and it will straighten out for ya.

Then just check fit the ends (you'll need a couple of friends for this) hold the valance so it looks like its on, and make sure the opening is centered.

I actually attached mine to the car, then had a shop fill and mold my CME valance to my bumper. If it's done correctly (and not a lot of shops will do this) then it's looks like a one piece bumper and looks CLEAN.

I always here different things but I would personally put the valance on then have the tips put on...

So, if you put the valence on first, how do you prevent the hot exhaust from hitting the new valence and possibly damaging the paint on the valence before the new tips are installed?

Well, I had my valance painted and molded AFTER the tips were installed. All they have to do is loosen the clamps and with the handle of a hammer, point the tips down.

What i did, since my tips went on after the valance was already installed was go to autozone and bought some cheap $5 turn downs. I cut my existing pipes/tips down to allow for hot exhaust  out of the dump to clear the valance.....HOT EXHAUST GASES WILL MELT THE VALANCE!! If you do the dumps, cut the pipes back far enough to clear the valance completely when installed.....trust me, lol.
